Quick answer

For the Punjab & Haryana High Court, certified or attested copies of judicial records are governed principally by Chapter 5-B, Volume V of the High Court Rules & Orders. A person legally entitled to a judicial record may seek a copy in the manner prescribed by those rules. For a decided High Court case, a party may also apply for an attested copy of the judgment or order through the copying agency in a District Court in Punjab, Haryana or Chandigarh, and the rules also recognise an online route through Common Service Centres for parties seeking attested copies of decided High Court judgments or orders. The Court's current FAQ separately identifies express, urgent and ordinary copy categories and publishes the present minimum charges for those categories.

Current-source rule: Copying charges, application channels and operational instructions can change. Before paying or dispatching a request, verify the current High Court FAQ, Chapter 5-B of Volume V, any current copying-agency notice, and the specific status of the case or record you need.

What rules govern certified copies?

The High Court's official FAQ states that Volume V of the High Court Rules & Orders contains the rules for obtaining certified copies. Chapter 5-B is specifically titled “The Grant of Copies and Translation of Records”. It begins by providing that a copy or translation of a judicial record may be granted to a person legally entitled to receive it. This is more precise than treating every document visible in a case file as automatically available to every requester.

For parties to a decided High Court case, the rules create additional practical routes. A party may apply for an attested copy of the judgment or order through the copying agency in any District Court in Punjab, Haryana or Chandigarh in the manner referenced by the rules. The rules also state that a party may apply online through a Common Service Centre for an attested copy of a decided High Court judgment or order, with dispatch from the High Court through post on payment.

Express, urgent and ordinary copies: what is the difference?

The High Court's current FAQ distinguishes three copy categories. The distinction affects when an application may be made and the minimum copying charge. These figures should be checked again immediately before use because they are operational charges, not timeless statutory constants.

Copy categoryCurrent FAQ descriptionCurrent minimum charge stated by Court
ExpressApplication moved on the day of the order or the next working day₹100 up to 10 pages; thereafter ₹10 per page
UrgentApplication may be moved on any working day₹100 up to 20 pages; thereafter ₹5 per page
OrdinaryApplication may be moved on any working day₹50 up to 10 pages; thereafter ₹2 per page

The same FAQ states that the application is to carry a ₹2 court-fee stamp. These are copying-related charges and should not be confused with the court fee payable for instituting a case, process fee, inspection charges or other filing payments.

Practical application workflow

  1. Identify the exact case and document. Record the case category, case number, year, parties, order/judgment date and the specific document required.
  2. Decide whether you need a website copy or an authenticated copy. Do not incur copying delay and expense if the next use genuinely needs only a readable official online order.
  3. Check entitlement. If the request concerns pleadings, exhibits or other judicial records rather than only a decided judgment/order, confirm that the rules permit the requester to obtain that material.
  4. Select the applicable category. Express, urgent and ordinary requests have different timing and charge structures under the current FAQ.
  5. Use the correct application route. Depending on the record and applicant, this may involve the High Court copying agency, a District Court copying agency route recognised by the rules, a CSC route for the category expressly permitted, or another current official mechanism.
  6. Retain proof of the request. Keep the application details, receipt, payment proof and any tracking or diary information until the copy is received and checked.
  7. Verify the delivered copy. Confirm the case number, parties, order date, page sequence, attestation/certification and completeness before using it elsewhere.

Can a District Court copying agency supply a High Court order?

Chapter 5-B states that a party to a case may apply for an attested copy of a judgment/order passed by the High Court in a decided case through the copying agency in any District Court in Punjab, Haryana or Chandigarh, in the manner referenced by the rule. Volume IV, Chapter 17 also records that an application for supply of an attested copy of a High Court judgment/order in a decided case may be made by the person entitled to the Copying Supervisor of the copying agency in such District Courts.

This is especially relevant to users coming from Gurgaon District Court. It does not mean that every High Court judicial record can automatically be obtained from every District Court copying counter. The rule is tied to the specified category and should be read literally.

Certified copy vs RTI request

The High Court has issued a public notice explaining that copies of pleadings, documents and orders from judicial case files or judicial records are to be obtained under the High Court Rules & Orders governing judicial copies rather than by treating RTI as a substitute copying channel. The practical rule is simple: when the object is a copy from a judicial case file, first identify the judicial-copy mechanism specifically provided by the Court.

Inspection, website copy and certified copy are different tools

ToolBest useKey limitation
Official website order/judgmentFast reading, research and preliminary verificationMay not satisfy a requirement for a certified/attested copy.
File inspectionUnderstanding the record and deciding what documents matterInspection does not itself give you an authenticated copy to file elsewhere.
Certified/attested copyFormal use where authenticity of the court-issued copy mattersRequires the applicable copying process, fee and entitlement check.

What should be checked when the copy is received?

  • Case number, case type and year match the intended matter.
  • Party names are consistent with the underlying case.
  • The order or judgment date is correct.
  • Every page expected in the requested document is present and legible.
  • The attestation/certification is visible and complete.
  • Any corrigendum, modification or later order affecting the document has been checked separately.

For appeal, review, revision, SLP or other limitation-sensitive work, also verify the procedural requirement of the next forum instead of assuming that any downloaded or attested copy automatically satisfies it.

Practical research note: treat copy procurement as part of the next procedural task

Start with the purpose, not the form

The most common mistake is to begin with the question “How do I get a certified copy?” before identifying why the copy is needed. The required document may be an interim order, final judgment, pleading, annexure, deposition, exhibit or another part of the judicial record. The next forum or procedural step may require one of those and not another. The more precise the downstream need, the easier it becomes to select the right document and route.

Do not confuse online availability with certification

A judgment available on the official High Court website is highly useful for research, verification and immediate reading. But online publication and certified-copy supply are different court functions. Where the receiving authority or procedural rule calls for a certified or attested copy, the safer approach is to use the copying mechanism rather than assume that a printout of the web version will be accepted.

Use the copy rules together with case status

Whether the case is pending or decided can change the copy route and the requester's entitlement. Before applying, confirm the current case status and make sure the request identifies the correct case number and order date. A wrong year, wrong case type or similarly named matter can create unnecessary delay and can be difficult to detect only after the copy is prepared.

Preserve the application trail

Keep the application, payment proof, receipt and collection or dispatch information. This is ordinary document control, but it becomes particularly important when the copy is needed for a time-sensitive appeal, review, revision or other proceeding. The copy-application trail may also help explain when the document was sought and received if timing later becomes relevant.

Separate copying charges from other court payments

The High Court FAQ publishes charges for express, urgent and ordinary copies. These are not a general “court fee” for the case. Court fee for institution, process fee, copying charges and inspection charges belong to different procedural buckets. Treating them separately reduces the risk of using the wrong payment proof for the wrong purpose.

Check for later orders and corrigenda

A technically correct certified copy can still be incomplete for the legal task if a later order modifies, clarifies, stays or corrects the earlier order. Before relying on a copy, check the case status, later orders and any corrigendum. For a judgment relied on as precedent, also verify the final text and any later appellate development relevant to the proposition for which it is being used.

Use District Court access carefully

The rules recognising a District Court copying-agency route for an attested copy of a decided High Court judgment/order can be useful for parties outside Chandigarh. The scope of that convenience should not be overextended. It is a rule-based route for the specified record category, not a blanket proposition that the entire High Court file can be copied through any subordinate court.

Build the next-step package at the same time

If the copy is being obtained for an appeal, review, revision, writ, SLP or execution-related step, use the waiting period to prepare the rest of the next-stage checklist: limitation position, memo of parties, authority documents, court fee, annexure index, certified-copy requirement and filing route. That turns copy procurement from a stand-alone administrative task into part of a controlled filing workflow.

Final pre-use checklist

  • Confirm the document requested is the document the next procedure actually requires.
  • Verify case type, number, year, parties and order/judgment date.
  • Use the correct copy category and current copying charge.
  • Keep the application and payment trail.
  • Check every page and the certification when received.
  • Search for later orders, corrigenda or modifications before relying on the copy.
  • Re-check the receiving forum's filing requirement before annexing or submitting it.

Choose the copy category against the actual deadline

Express and urgent categories exist to solve different timing problems, but faster copying should not be selected automatically. First calculate the real procedural deadline and work backwards from the date by which the authenticated document must be available. If the next filing can be prepared while the ordinary copy is being processed, that may be sufficient. If the copy itself is indispensable to a near-term filing or hearing, the urgent or express route may be more appropriate. The decision should therefore be driven by the next legal task, not only by convenience.

Match applicant entitlement to the record requested

A decided judgment or order is not the same thing as every pleading, exhibit or internal record contained in the judicial file. Chapter 5-B begins with entitlement because access to judicial records depends on who is applying and what is sought. A useful application should identify both elements clearly. Where the requester is not a party, or the requested material goes beyond the straightforward decided-order category, check the applicable rule before paying or sending the request.

Use exact identifiers to reduce copying errors

Case titles can be similar and party names can recur. The safer request identifies the case type, number, year, parties, date of decision or order and the precise document. If a matter has connected cases, multiple interim orders or a later final judgment, record those distinctions before applying. This reduces the chance of obtaining the wrong document and helps the copying agency locate the record efficiently.

Verify the current operational route before travelling

The Rules & Orders establish legal routes, while the High Court website and notices provide current operational information. Counters, timings, payment mechanics, dispatch methods and digital assistance can change without rewriting the underlying entitlement rule. A sound workflow therefore has two layers: first identify the legal route in the rules, then confirm how that route is currently being administered through the Court's live website, FAQ or copying-agency notice.

Keep certified-copy procurement connected to case management

Copy applications should appear on the same matter checklist as filing deadlines, hearing dates, compliance directions and appeal strategy. Once the copy arrives, record the receipt date, scan it into the matter file, compare it with the online version if available, and flag any later order that changes the position. This prevents the certified-copy task from becoming an isolated administrative step that is forgotten after collection.
